healthd: batterymonitor uses AIDL HealthInfo. This change cleans up technical debt. As a side effect, this change also exposes chargerDockOnline properly to health HAL implementations. Test: TH Bug: 222120465 Change-Id: I306bd0538d94b310a69befb93b5862dd7208447f
