tpm_manager: nvram unit test cleanup
Fixed EXPECT_EQ() clauses to list expected first, actual second.
Introduced global constant to indicate when the specific nvram
index or size are not important.
Misc changes to better convey the underlying meaning of absolute
values used in tests.
