Rolled ICU 74-2 with likelySubtags and langinfo. The previous CL https://crrev.com/c/5292824 had likelySubtags.txt and langInfo.txt as preserved files. That is a mistake and affects language mapping. Fix is to remove likelySubtags and langInfo from data_files_to_preserve and redo the process of upgrading ICU.
