Optimize Element::HasClassName(). This optimizes Element::HasClassName() to avoid testing for and chasing the same pointers twice. While it might seem like the compiler would optimize away the difference, it appears (from my local non-PGO build) that this change removes a CMPQ instruction and a JE instruction from the generated code on x86_64. I found this while looking at a profile of the Speedometer3 subtest TodoMVC-Preact-Complex-DOM. But this is probably too small of an effect to show up in our measurements. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
