kconfiglib: upgraded package to upstream
Upgraded dev-python/kconfiglib to version 14.1.0 on amd64
We already use Kconfiglib, but the package is used from a copy in the
Zephyr RTOS tree.
Bring in the portage package so that we can use it more universally
than just Zephyr (depthcharge has plans).

TEST=sudo emerge kconfiglib
run "menuconfig" and "genconfig" in the chroot to test
