vim, vim-core: remove packages from portage-stable
The latest version of vim and vim-core on Gentoo have bugs that prevent
them from being cross compiled.
Since the repo source had to be changed in order to point the ebuild to
the latest working version, these packages have been moved to
chromiumos-overlay.
BUG=b:241808816
TEST=When the packages are present in chromiumos-overlay, emerge can
correctly locate and compile them.
