binutils-libs: Add METADATA file to mark CVEs as fixed
crrev.com/c/4329139 backported fixes for binutils-libs, fixing
a number of vulnerabilities. However, the package is still being
detected as vulnerable. This CL adds a METADATA file to inform the
detection that fixes for the bugs are included in this version.
