powertop: upgraded package to upstream

Upgraded sys-power/powertop to version 2.6 on all platforms

BUG=None
TEST=see below
build the image for amd64, arm and x86 using build_packages and
build_image boot the image on the test machines and check version
of powertop using `powertop --version`. Check if powertop
is collecting data.
