Trigger the FSM of RX on the call WaitVideoInputStable
Change the call WaitVideoInputStable to trigger the FSM of RX such
that calling it handles the RX reset if needed. It now has the same
behavior like other RX related calls, like DetectResolution. It is
more consistent for users.

TEST=make; make remote-install; run a chameleon test.
