MultitouchMouseInterpreter: Handle physical wheel events.
This needed b/c the ThinkPad Compact Keyboard shows up as a touch
mouse (think: Magic Mouse). Previously we had assumed that a touch
mouse wouldn't have physical wheel events, but this keyboard's
trackpoint is the exception.
BUG=chromium:430319
TEST=Manually tested pointing and scrolling with this keyboard. No
regressions in regression test suite.
