Touch: Increase scroll buffer size for experiments
To run an experiment to see if changing the scroll buffer size impacts
user experience at all on the touchpad I need to make the buffer bigger,
so we can try some really big values. Right now it only goes up to 6,
which is probably good, but for the experiment, it'd be nice to try at
least one really big number, to make sure. This ups the buffer size to
15, and once the experiment is done we can bring it down to a more
reasonable number based on what people preferred.

TEST=Manual, I gmerged this CL onto a device I have and everything still
worked fine.
