PalmClassifyingFilterInterpreter: Don't use bottom edge for palm detection.
By not considering the bottom edge for palm detection, tap-to-click
taps can occur there. We still suppress motion from a contact in the
bottom area, so it would not be unreasonable to rename this class,
since it now handles filtering not just palms, but general edge
activity.
