saft: Export get_section_body and set_section_body methods on flashrom_handler
These 2 methods will be used for EC Software Sync update test. So this
change exports them and does a bit refactoring.

TEST=After merging some EC update test changes, run:
run_remote_test.sh -a "new_ec=ec_autest_image.bin" firmware_UpdateECBin/control$
