Add the force flag to rmi4update
The force flag bypasses checks internal to rmi4update which make sure
that the firmware being updated is not older then the firmware currently
on the device. Since touch_updater is doing those checks simply bypass
then in rmi4update since they are redundant and can be inconsistent in
the case of rollback.
BUG=chrome-os-partner:41799
TEST=touch_updater was able to successfully recover to older firmware on
Lulu.
