eve: Add config file for evt board

Update config file for evt board with this change from P1
- Internal Ina
  - Use spare INA at 0x40:1 for FPMCU
  - Use spare INA at 0x42:2 for touch screen
- External INA
  - Merge both pp3300_h1 rails to 0x4e
  - Use 0x4d for trackpad

BUG=b:35647896
TEST=manual test. power number looks sane.
