Add base files including empty DEPS file.
Welcome to all.git, the Chromium infrastructure meta-repo. This repository contains no code. Instead, it contains a single DEPS file which references all of the other repositories used by the Chromium continuous integration infrastructure.
Any repository that is used in infrastructure production should be referenced by this one.
Note that this repository is itself referenced and recursed upon by private Chrome Infrastructure repositories.
