Copy src/third_party/mingw-w64 to deps/third_party/, update LICENSE and README

Copy the big binary wads to a new location, preparatory to removing
the old src/third_party/mingw-w64 directory altogether after we can
update native_client/DEPS.

Also correct the LICENSE and README.chromium files, since this code
is under GPL3, not LGPL.
