Initialize the package in Chrome OS
First commit in Chrome OS, do the following things,
1. Add BUILD.gn.
2. Modify some source code to avoid "-Wunreachable-code-return" error.
3. Add LICENSE and OWNERS file.
BUG=1086044
TEST=Can compile. And the lang-id works based on it.
Exempt-From-Owner-Approval: The existing OWNER is from AOSP.
