hterm 1.15, nassh 0.8.20.3 Fix newline regression.

* getVTScrollBottom returns the row count if there is no vt scroll region in
  effect, need to read the vtScrollBottom_ property directly instead.

BUG=None
TEST=hterm_test.html, 66/66 tests passed.
