Implements the screensaver of ChromeOS. Previously the screensaver was a video including text captions. We split the video into the background video and HTML texts, which enables us to translate the text easily. BUG=chromium:314734 TEST=None Change-Id: I34c7a87a2366c98a36f01140c8e5f95612e7d5dc
