      "message": "Add submit requirements for project breakpad\n\nRules for creating new submit requirements are as follows:\n* We don\u0027t create submit requirements for labels that are not blocking.\n* For labels that do not define any values, we assume they are\noverriding a label definition from the parent project (i.e. to ignore\nthis label in the child project), hence we create a non-applicable\nsubmit requirement for them.\n* For other blocking labels, we create a corresponding submit\nrequirement for them.\n\nNote that for the \u0027Code-Review\u0027 requirement we also set the overrideIf\ncondition to \u0027Bot-Commit\u003d+1\u0027 since this requirement is currently\nenforced from All-Projects rules.pl [1].
