siso: webui reimplement outdir switcher as popover instead of menu This lets us move the outdir reload button inside and add section headers. In a followup CL we can then list other invocation sources such as uploaded siso_metrics.json etc. and provide more detailed information, rather than be constrained to a simple list of items.
