[chromeperf] update pinpoint traffic

This enables the change that a Pinpoint try job will cancel its build
jobs (base or exp) if the job is failed.

It targets the case that when a job has one build (base or exp) failed,
Pinpoint will cancel the other.

Catapult

Catapult is the home for several performance tools that span from gathering, displaying and analyzing performance data. This includes:
