[tracing] Avoid very large vulcanized strings in histogram_viewer.html

This change enables reading multiple comments from histogram-json-data.
Each JSON payload can thus easily stay within V8's maximum allowed
string length.

Drive-by-fix:
- Change _DATA_END to properly close the HTML comment

Catapult is the home for several performance tools that span from gathering, displaying and analyzing performance data. This includes:
