devil: make devil_env_test pass under py3. (reland 2)

This is a reland of crrev.com/c/2619637, which was reverted due to
(still) breaking resource_sizes. crrev.com/c/2724881 includes .vpython
in the resource_sizes isolate, which should fix this.

Catapult

Catapult is the home for several performance tools that span from gathering, displaying and analyzing performance data. This includes:

These tools were created by Chromium developers for performance analysis, testing, and monitoring of Chrome, but they can also be used for analyzing and monitoring websites, and eventually Android apps.
