pinpoint: Support applying a base patch

This change makes Pinpoint support the following cases in A/B
experiments:

- Base Commit + Base Patch vs Experiment Commit + Experiment Patch
- Base Commit + Experiment Patch vs Experiment Commit + Experiment Patch
- Base Commit vs Base Commit + Experiment Patch
- Base Commit vs Experiment Commit
- Base Commit vs Experiment Commit + Experiment Patch

Only some of these can actually be provided through the Pinpoint CLI
while the Pinpoint UI enforces these options.

Catapult

Catapult is the home for several performance tools that span from gathering, displaying and analyzing performance data. This includes:

These tools were created by Chromium developers for performance analysis, testing, and monitoring of Chrome, but they can also be used for analyzing and monitoring websites, and eventually Android apps.
