Added metrics for percentage of inTime/delayed/dropped frames

If CompositorLatency.Type is avaialble in UmaMetrics, also add the percentage of inTime/delayed/dropped frames using the buckets of compositorLatency.type.

Catapult

Catapult is the home for several performance tools that span from gathering, displaying and analyzing performance data. This includes:
