Devil: update links for known_devices_file

This updates links for known_devices_file. One of the URLs was broken
due to a file rename (to avoid non-inclusive terminology). This switches
to permalinks (line & commit) in case things move around in the future.

Test: Upload to gerrit > open file > click "gitiles" > verify links work

Catapult

Catapult is the home for several performance tools that span from gathering, displaying and analyzing performance data. This includes:

These tools were created by Chromium developers for performance analysis, testing, and monitoring of Chrome, but they can also be used for analyzing and monitoring websites, and eventually Android apps.
