Reland "Enable the new GC metrics""

This reverts commit e6e7c93141bde9fcd434c49fd4104c8324184dd8.

The diff between PS1 and PS3 contains fixes for two issues:
1) A standalone CppGC may happen on workers.
2) The start of V8 incremental marking may complete CppGC sweeping of
   the previous GC cycle.

Catapult

Catapult is the home for several performance tools that span from gathering, displaying and analyzing performance data. This includes:

These tools were created by Chromium developers for performance analysis, testing, and monitoring of Chrome, but they can also be used for analyzing and monitoring websites, and eventually Android apps.
