Reland "Enable the new GC metrics"" This reverts commit e6e7c93141bde9fcd434c49fd4104c8324184dd8. The diff between PS1 and PS3 contains fixes for two issues: 1) A standalone CppGC may happen on workers. 2) The start of V8 incremental marking may complete CppGC sweeping of the previous GC cycle.
