pinpoint: Fix job refresh routine This change ensures that we're able to consistently fail jobs that have been frozen, and update the associated bug and/or CLs. These tools were created by Chromium developers for performance analysis, testing, and monitoring of Chrome, but they can also be used for analyzing and monitoring websites, and eventually Android apps.
