Improve <textarea> validation performance. HTMLTextAreaElement::value() is a costly operation, and we can avoid it if a <textarea> has neither 'required' attribute nor 'maxlength' attribute. This CL improves PerformanceTests/DOM/textarea-dom.html and textarea-edit.html by a few percent.
