Add chromecast_video - used for Cast video applications
This is a susbset based on Cobalt's own variant of the original which trims out ~5MB of ICU data that is not used.
This data also compresses nicely, zipping it shrinks down to ~2.19MB offering further size improvements for a runtime that can support unzipping icu (and eating the runtime vs disk cost).

Tested: verified our eureka variant runs the compressed file without obvious issues*, also made sure scripts/make_data_all.sh completes properly (fyi chromeos/icudtl.dat is out of date, and unrelated to this change).
