Reland "Install 64-bit browser versions under "C:\Program Files" by default"

This reverts commit e42c6966c271e7cb97d505f2845ad02e56f4d7ff and
fixes the mini_installer_tests on Win7 by making sure the expected
installation directory takes in consideration the bitness in which
the test runs.

Reason for reland: The test failing test has been fixed

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
