Add encrypted media path in D3D11VideoDecoderImpl

If encrypted:
- The textures have to be HW_PROTECTED.
- Decryption configuration has to be passed to AcceleratedVideoDecoder.
- Frame metadata has to be set so that the picture is displayed in a
  hardware protected swapchain.
