Reduce exposure of PaintWorklet CSSPaintAPI

There are quite a few interfaces that are exposed under both
Window CSSTypedOM and PaintWorklet CSSPaintAPI. This CL limits the
exposure of CSSPaintAPI to CSSStyleValue and StylePropertyMapReadonly.
