Revert "[Sheriff] Disable MediaHistoryBrowserTest.DoNotRecordWatchtime_Background/0 and DoNotRecordWatchtime_Muted/0 flaky on 6 builders." This reverts commit 33fe2fc7d70b5c8823ea64cbb082500478dff188. Reason for revert: Will revert original CL, rather than disabling on more platforms. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
