PowerMode: Add Java voter to detect non-web activities Adds a PowerModeVoter to the java Chrome app to detect when a non-web activity replaces the main activity. In this case, we cannot rely on correct detection of input/animation etc, thus shouldn't throttle CPU. The Java voter will later be extended to support detecting main activity input and rendering activity as well (b/178394973). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
