[css-flexbox] Move percentage-sizes-quirks.html to WPT

This CL migrates this test out of
third_party/blink/web_tests/css3/flexbox and into the WPT-specific
directory, adding links to the relevant specs and a test assertion
describing its purpose and renames it to
percentage-size-quirks-001.html.

Learn how to Get Around the Chromium Source Code Directory Structure .

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
