When the current packet number and the last packet number is too far apart(>kMaxPacketGap), add more details in the connection close packet. Not protected.

The additional details are:
- Last packet number.
- Current packet number.
- Current packet length.
- Current packet data, limited to the first 64 bytes.

The new error details look like this:

Packet number out of bounds. last_pkn=0, current_pkn=6000, current_pkt_len=30, current_hdr=28000000000000002a0000177034b9ec461530c2cbc73d62928001666f6f
