ozone/wayland: do not create surface synchronization if not needed Currently, surface synchronization object is always created regardless of the usage of the WaylandBufferManagerHost. However, this may result in unexpected problems with Wayland EGL. That is, WaylandBufferManagerHost is not used for accelerated path then, and driver's EGL implementation does buffer management itself. And if it also wants to use the surface synchronization, unexpected crash may occur as only one synchronization surface can be created. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
