Reland "Avoid nested runloops by default in PostToServerAndWait()" This is a reland of commit a9f8f8f54432f0ac8a493f5548588f105301a613 It enables back the use of nested runloops in the failing tests so that they can be further investigated and fixed incrementally in separate CLs. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
