Fix WebLocalFrame leaks in unit tests. Not calling close() on locally created WebLocalFrames will keep the objects alive on shutdown. Add the required calls to WebViewTest.ClientTapHandlingNullWebViewClient and ParameterizedWebFrameTest.CreateLocalChildWithPreviousSibling.
