Componentize chrome/browser/supervised_user/ sources Move 14 platform-independent source files from chrome/browser:browser into :supervised_user (public headers) and :impl (.cc files). Remove unused tab_util.h include from supervised_user_navigation_observer.cc. Platform-conditional files (android, chromeos, desktop, extensions) remain for a follow-up CL. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
