Remove unused schemes_okay_to_appear_as_origin_headers_ map This map was added in nick@'s https://codereview.chromium.org/2364633004 in 2016, and its usage was removed in https://crrev.com/c/1824145 in 2019 (following the network service refactor). This should clarify that we don't need to deal with this map for the Rust implementation of CPSP. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
