[wpt-expectations-updater] Handle absence of results from a duplicate builder. This supports a situation where we have multiple builders using the same port (eg: CQ bot and blink-rel bot both running Win10), and we get results from one bot but NO results from the other. Previously the code asserted that each test was only run on each port exactly once, so no such overlap could occur. However, this is now possible since we're running both CQ bots and blink-rel bots. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
