[Privacy Sandbox] Clear Ad API prefs on startup if feature enabled Introduces `ClearAdPrivacyPrefs` method to set the Privacy Sandbox M1 Ad API prefs (Topics, Site Suggested Ads, and Ad Measurement) to false. This clearing logic is invoked during the profile pref migration in browser_prefs.cc and is gated by the `PrivacySandboxAdPrivacyUxDeprecation` feature. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
