Extend test api to return the shelf widget animating state This CL is a part of the effort to fix the flaky issue of hotseat scroll Tast test. The extended api returns a boolean indicating whether the hotseat widget is still animating. Then the Tast side is able to wait for the hotseat widget animation to finish through polling. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
