[CI] Add LayoutSVGBlock::GetElement helper

Like the equivalent helper on LayoutSVGModelObject, this provides a more
specific type of Node (an SVGElement), since is guaranteed for
subclasses of LayoutSVGBlock.
Also update the documentation in LayoutSVGModelObject to reflect the
current name.
