Reland "[MPArch] Add GetVirtualAuthenticatorManager in RFHO" This is a reland of commit b0d4e1740dbdfcbf72c90b949ba3b95bd460e334 Reason for revert: failed on linux-bfcache-rel This CL enables BFCache feature in the test so that the RFH lifecycle is changed from the active status to the BFCache status. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
