Fix flaky webapk site settings test The launchWebApkSiteSettings test inside the ManageTrustedWebActivityDataActivityTest file turned out to be flaky. We believe it was due to the check of whether an activity is running which failed on a slower device. The fix uses CriteriaHelper to wait with a timeout until the activity starts running. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
